User cannot access Clinical Quality Measures provider dashboard

We are trying to figure out how to give nurses access to the Clinical Quality Measures provider dashboard so they can track their provider’s progress with MIPS. We have the following security measure selected and allowed for the users:

1. Population Health Management - Dashboard Admin

This user can pull up the dashboard (see below) but it says staff view instead of Admin view, so they cant access any of the patient mips data for the providers.

Does anyone know what other security settings we may need to change to allow this user to see the mips data? Any help is appreciated!
