Incoming Faxes for New Patients - how to create them from Fax Inox?

We are in the process of transitioning to Web. For incoming faxes for new patients, what workflow are you using to create them in your system?
SCENARIO: Dr Primary refers his patient Nancy Nameless to Dr Neurology via fax. Fax comes into the Fax Inbox and needs to be Assigned To our Specialty Referral staff. In EXE they click the Add to Patient button which opens the Patient Lookup screen. If they cannot locate Nancy in our system, they click the New button in Patient Lookup to create Nancy. I followed the same steps in Web there is not a New button. There is not a way that I can find to add a New patient from Fax Inbox. I cannot believe eCW would take that functionality away in Web . . . .
Any help would be appreciated!
