Grayed Out Hub Buttons, Fax Referral Plug in Mode & Not Displayed Button Printer Setting

Has anyone seen this behavior and/or know the fix for it?
I can’t reproduce the behavior and it is happening for one of our providers.

I’m not sure if all these are related, but here is what I observe.

Hub Buttons are grayed out. (Medical Record, Letters)
Progress Notes > Print > Print Labs [Common Send Window] > Gear Icon > Setting > Printer Settings Button Isn’t displayed (Only see OK/Cancel)
Referral > Sent Referral > Fax with Attachment (Plug-in Mode) Grayed Out

I’m guessing there are other symptoms, but this is what we’ve found thus far.
(and I’m not sure that they are all related).

The same behavior happens to myself with eCW admin privileges. (So I don’t think it is a security setting)
It happens across various plug-ins which makes me think it is a Chrome setting, but I can’t reproduce the behavior.

Windows 10.
I changed the default web browser to be Chrome.
I restored Chrome settings to their original defaults.

I’m hoping someone on here has seen this and/or knows the fix for it. 
I hate having eCW schedule time away from a provider to try and resolve an issue when the solution can be communicated so we can try it when they have a moments between patients.
