Provider cannot lock progress notes

Any idea what might be causing this error when a provider tries locking his notes from the Office Visit screen?

“The Encounter(s) 06/29/2022 12:00pm, 06/29/2022 01:15pm are not ‘completed’ and will not be locked.”
