Don’t publish to patient * mandatory fields

Recently if I chose to not publish to portal a test result or DI (eg a scanned colonoscopy pathology report the gastroenterologist sent me for my files which I attach to a custom DI test called pathology-colo), we have to pick from 9 drop down reasons why and another mandatory field next it.  So that’s more clicks while reviewing dozen’s of labs and DI a day.  However, I don’t think there is a law on the books that mandates anything a physician reviews has to also be published to an electronic portal for patient review. I don’t think this meets the standard of healthit.gov’s Information blocking.  Am I wrong?

And I believe there is a setting somewhere in ECW that lets me disable these mandatory fields for certain test types.  Does anyone know where that setting is?
