Sending a fax, security

Has anyone come across wanting to prevent a user from Free Text typing a fax number. i.e. instead of selecting from the drop down list the user free types a fax number, however this in turn sends to a wrong facility…we want to prevent this and lock down the ability to free text fax numbers.
