is it possible to mark the cel phone in demographics as mandatory

I am finding alot of pts with the cel field blank, even though really the home phone is their cel.  I’d like to make the cel phone field mandatory, but when I look at the configure demographics mandatory fields, the cel field can only be marked mandatory under the guarantor column, not an option under the demographic column. is there another area in ecw to make this a mandatory filed for pt demographic/info page/
